Oscar-winning director Lewis Milestone's Arch of Triumph takes place in Paris just before the outbreak of World War II. The city is full of refugees who traveled there to escape the Nazis. One of them is Dr. Ravic (Charles Boyer). While continuing to practice his profession illegally, he pursues his old enemy, the Nazi Haake, and plans to kill him. When he meets Joan (Ingrid Bergman), whose lover has just died, his life takes a new turn, and they begin a love affair. But then the war breaks out and everything changes.
